The UK government is putting satellite communications and space-system resilience at the centre of a £7.8 billion national strategy, reflecting the growing dependence of defence, communications, transport, navigation, and other services on infrastructure beyond the terrestrial network.

The UK government published its new Space Strategy on 8 September, replacing the framework introduced in 2021 and bringing civil, commercial, and defence activity under a single plan through 2030.

The four priority areas are satellite communications, in-orbit servicing, assembly and manufacturing, space-domain awareness, and assured access to space. Government also says it will design a resilient, integrated national satellite communications system and adopt a single approach to buying and developing space technology, beginning with satellite communications.

Connectivity programmes will receive £2.8 billion, including investment in Connectivity in Low Earth Orbit and the SKYNET military communications programme. A further £880 million is earmarked for space control and intelligence, surveillance, and reconnaissance capabilities, while £85 million will support the National Space Operations Centre and £149 million the European Space Agency’s Vigil mission.

Those investments extend beyond defence hardware. Government describes satellite services as supporting power, communications, navigation, rural connectivity, transport, weather forecasting, and other functions that increasingly sit inside ordinary economic and infrastructure activity.

The dependency chain is considerably wider than the satellite itself. Ground stations, command systems, software, telecommunications links, launch services, cloud platforms, identity controls, component suppliers, and commercial operators all contribute to whether a satellite-enabled service remains available and trustworthy.

A disruption can therefore emerge through physical interference, space weather, software failure, compromised ground infrastructure, a supplier incident, telecommunications loss, or cyberattack without requiring the satellite itself to fail in orbit.

The strategy’s procurement shift also introduces a concentration question. Bringing requirements together can improve interoperability and purchasing power, but common platforms and suppliers can become shared dependencies across departments and services. Resilience depends on understanding where common infrastructure reduces duplication and where it creates a larger failure domain.

The government says its new approach will strengthen UK supply chains while delivering capabilities more quickly. That places supplier assurance alongside technical availability. Satellite infrastructure combines specialised hardware with software, communications services, internationally sourced components, and long operational lifecycles, creating security assumptions that may persist for years after procurement decisions are made.

Space systems are also becoming more contested. The strategy funds capabilities intended to provide earlier warning of hostile activity, satellite collisions, and solar storms, alongside technologies for detecting potential attacks on satellites. The policy therefore treats resilience as a combination of awareness, redundancy, sovereign capability, repair, and service continuity.

Cybersecurity cuts across those layers. Ground systems require privileged access, secure command and telemetry channels, software maintenance, identity management, monitoring, and controlled remote access. Commercial integrations can also create paths between enterprise networks and specialist infrastructure that were once treated as separate environments.

The strategy gives those dependencies greater prominence by framing space as infrastructure underpinning modern life rather than a specialist industrial sector. Telecoms providers, utilities, transport operators, logistics businesses, public authorities, and emergency services can consume satellite-enabled services while having limited direct control over the systems that provide them.

The £7.8 billion commitment will expand capability, but resilience will ultimately depend on how those systems are designed and procured. A national satellite communications system is only as dependable as its ground segment, software, suppliers, access controls, communications links, and recovery arrangements when one part of that chain is unavailable or compromised.
