Vodafone has chosen Lisbon for a new Global Cyber Centre that will support cyber security across the group’s operations, networks, systems, and customers.

The centre will be based at Vodafone Portugal’s headquarters and is expected to employ around 40 specialists during its initial phase. Recruitment is due to continue through the end of 2026. Vodafone said the Lisbon team will work with existing cyber hubs in the UK, Germany, Romania, and India as part of a global security organisation.

The centre’s remit includes cyber strategy, security architecture, secure development of internal and third party solutions, risk management, infrastructure protection, continuous monitoring, and incident response. Vodafone has also said the operation will work on emerging areas including artificial intelligence and quantum security.

Telecoms cyber operations carry wider weight because operators support consumers, enterprises, emergency communications, payments, public services, and supply chains. Their security functions have to protect core networks, service platforms, customer systems, supplier integrations, cloud workloads, and the software-defined infrastructure that increasingly underpins connectivity.

By distributing cyber capability across several countries, Vodafone gains access to a broader talent pool and greater operational coverage across time zones. That model also depends on common incident criteria, shared telemetry, consistent escalation paths, and clear accountability when an event affects more than one national market.

Portugal has been positioning itself as a European technology and cyber talent hub, and Vodafone’s decision gives that market a visible role inside a major telecoms operator. The Lisbon centre is not only a local recruitment story; it adds another operational node to the cyber architecture of a company whose services are embedded in European business and consumer connectivity.

The centre’s AI and quantum security remit reflects the changing shape of telecoms risk. AI is already used across network optimisation, customer service, fraud detection, and security operations, while quantum-readiness work is pushing longer-term decisions about cryptography and data protection. Those programmes have to be connected to operational controls so that new capability does not create unmanaged routes into critical systems.

The measure of the centre will be its effect on detection, response, supplier oversight, and resilience across Vodafone’s operations. In telecoms, cyber capability is not only a defensive function; it is part of service continuity, customer trust, and the ability to maintain critical communications during disruption.
